Herzberg started his research on organizations in the 1950s. He worked at the University of Utah, where he left until he Frederick Irving Herzberg (18. april 1923 – 19. januar 2000) var en amerikansk arbejdspsykolog og professor i organisationsteori. Han er mest kendt for en omfattende undersøgelse af motivationsfaktorer i arbejdslivet, hans såkaldte To faktor teori fra 1959.

This American psychologist, who was very interested in people's motivation and job satisfaction, came up with the theory. Herzberg’s Theory is based on an extensive survey of motivational factors at work, and the theory is often used in the context of Maslow’s hierarchy of needs.. The theory breaks down workplace needs into two categories: hygiene factors that determine the basic level of stability and job security and motivation factors that give employees a sense of satisfaction. One of the most prominent theories regarding motivation factors in the workplace is Herzberg’s two-factor theory.
